Phoenix Boards and Commissions

The Planning Department guides the physical development of the city. Examples of the department's work include implementation of the Phoenix General Plan; administration and updating of the Zoning Ordinance; processing of rezoning requests and general plan amendments; development of area and neighborhood plans; development of long range growth strategies; development and implementation of freeway mitigation programs; and support of the Planning Commission, Board of Adjustment, Village Planning Committees, and Design Standards Committee.

BOARD OF ADJUSTMENT

Description:
This board shall: 1. hear and decide appeals of decisions made by the Zoning Administrator in enforcement of the Zoning Ordinance 2. hear and decide appeals from the action of the Zoning Administrator in the granting or denying variances, the issuance of use permits, or in the interpretation of the provisions of this ordinance; 3. hear and decide all matters referred to the Board by the Zoning Administrator.

DESIGN STANDARDS COMMITTEE

Description:
This Committee shall have the following powers and duties: To develop design standards, policies and guidelines and to recommend to the City Council adoption of appropriate policy manuals and amendments to the development standards contained in these regulations; To review and make recommendations to the City Council on all specific plans and other City studies including design guidelines to ensure formats compatible with the City-wide design guidelines; To evaluate the success being achieved in meeting the goal of a higher quality of design in the City; and To periodically make recommendations to the City Council for changes to design standards, policy manuals and procedures;

Once per month on the second Tuesday at 4:00 p.m. in the Phoenix City Hall, Room 6W.
Board Composition:
This Committee shall consist of nine members who are residents of the City of Phoenix. Composition shall be as follows: 1 member shall be a member of the Planning Commission 1 member shall be a member of the Parks and Recreation Board 2 members shall be Residents who have served at least two years on a village planning committee 2 members shall represent owner and developers of projects subject to design review 3 members shall be design professionals such as architects, landscape architects, planners and civil engineers.

PLANNING COMMISSION

Description:
The Planning Commission makes recommendations to the City Council on all matters that might be referred to it by the City Council concerning or relating to a comprehensive plan and recommends to the City Council, from time to time, amendments to the City Charter, ordinances providing for the purchase of sites for City buildings; opening, widening or other changes in streets and other public ways, and the ornamentation of such sites, streets, grounds and other public places; and such other ordinances as it may deem necessary and proper in the premises and that may tend in connection with such comprehensive plan to promote the public health, comfort, safety, convenience, utility and welfare. The Planning Commission is also authorized to confer and advise with other similar City planning commissions or county planning commissions.

Meeting Frequency:
This Commission shall meet on the second and fourth Wednesday of each month at 6:00 p.m. in the City Council Chambers.
Board Composition:
The Commission shall be comprised of nine members who are residents of the City of Phoenix to be appointed by the City Council. Seven members members shall serve for four-year terms unless removed by Council; One member shall be a Chairman or Vice Chairman of a Village Planning Committee and serve for a two-year term, selected on a rotating basis from the several village planning committees; and One member shall be a Board Member of a Neighborhood Association registered with the City and shall serve for a two-year term, selected on a rotating basis from the several registered Neighborhood Associations. The chair and vice-chair will serve one-year terms. The Planning Director shall also serve as an ex officio, non-voting member.

Village Planning Committees

The City of Phoenix is divided into 15 Urban Villages (see map below). Each Village has a Village Planning Committee that is appointed by the City Council. The Village Planning Committees assist the Planning Commission in the performance of its duties. Village Planning Committee activities include: identifying areas or provisions of the General Plan text that need refinement and updating; identifying problems and needs related to implementation of the General Plan; defining in greater detail the intended future function, density and character of subareas of the village; and commenting on proposals for the new zoning districts or land use districts.
